Strictly its 2 things, with regard to a diamond its a measurement of weight and with regard to gold is a measurement of purity and only appertains to gold, not silver, platinum or palladium.
Gold, if you think of 24 carat as being pure gold i.e. 100% or 1000 part pure then 9ct is 37.5 % or 375 part pure, 14ct is 585 part and 18ct obviously is 750 part i.e. 75 % pure. Now you could have all your gold pure but its too soft and malleable, as such would bend and twist with use, with a bright yellow being the only choice of colour.
Hence why rose gold has a high copper content to give it the warm colour and white gold has a high tin, silver and rhodium content and is made by melting as a alloy these various metals. All precious metals come in different purity depending what the required use is.
