Guilloche enamel
Or what is it, basically a little like engine turned metal items, a design in pressed or engraved into metal normally silver occasionally brass or even gold.
Then the translucent glass like enamel is poured on top giving a three dimensional effect and depth to the item.
Became more and more popular in the 1920s and 1930s and adds a level of class and interest to an item more often or not a dressing table or desk related item.
