Embossed or engraved

Engraving or hand chasing normally means cutting into metal with a sharp tool, normally from the outside as a finished fine decoration or statement of a person or event.
Embossing is pushing the silver with a blunt wooden or horn tool from the inside out normally making a boulder smooth design which is then sometimes fine chased detail added too.
So in essence engraving is cut into a metal and embossed is a bold design punched out more often from the inside on a hollow item out.
This serves to purposes adding decoration and style and also silver content as able to do much finer work using less raw silver metal.
