Well used pair of wrought iron sugar nips or cutters. In Georgian/Victorian times sugar came in loaves or cones and nips or cutters were used for cutting of pieces. Every wealthy home had them. In used condition with patina and some wear to the metal, one part to the base missing, it's the clips that secures both parts when not in use, see pictures.
